Movie about dirty federal agents

I'm looking to identify this movie about dirty federal agents. There’s a scene where they come to the main woman character's house. They look for a gun registered to her. They have her pinned in a kitchen chair and are going to kill her and make it look like a suicide. But then the main male character shows up and saves her, and they go on the run.
